haproxy.spec haproxy 1.5.18 el8, el10

Identical on el8 and el10, copied unchanged. Tag: haproxy/1.5.18-2 (legacy release was 1). Built and signed successfully with ci/build.sh on Rocky 8 and Rocky 10 (no upload).
