libmodsecurity v3 in /usr/local/modsecurity (used by nginx's ModSecurity-nginx module).

modsecurity.spec	modsecurity v3.0.16	el8, el10	el10 bundles yajl (built from git) into /usr/local/modsecurity with an ld.so.conf entry; el8 uses system yajl
modsecurity-old.spec	modsecurity v3.0.16	el10	previous el10 build without bundled yajl (--with-yajl=yes)

Tag: modsecurity/v3.0.16-2 (el10 legacy was v3.0.16-1). Both specs build the package modsecurity with the same version, so give modsecurity-old a release that doesn't collide.

Changes from the legacy specs

• el8 moved from v3.0.14 to v3.0.16 and Release: 1%{?dist}.
• Clone URL SpiderLabs/ModSecurity -> owasp-modsecurity/ModSecurity on el10 too (GitHub redirects the old one; el8 already used the new one).

Known issues

• %prep clones v3/master HEAD, not the tag in Version:; %files lists libmodsecurity.so.3.0.16 literally, so the build fails once master moves to another version.
• Paths are hardcoded to /home/rpm/rpmbuild/BUILD: build as user rpm.
• Needs network (git clone) and, on el8, yajl-devel installed.
